RAJOURI: Chairperson District Development Council Rajouri Advocate Naseem Liyaqat today chaired a meeting of the District Development Council here in the PWD Dak Bungalow to finalise the annual action plan for the financial year 2024-25. The meeting held detailed deliberations and ensured that the projects proposed are within the budgetary limits, feasible to execute and are proposed in consultation with all stakeholders.

The DDC Members discussed the priorities of their areas proposed in the annual action plan. The meeting underlined the importance of proper utilization of funds, effective monitoring of projects and timely completion of works. The DDC members also gave valuable suggestions and inputs to enrich the planning process and ensure a robust and effective development strategy for the district.

The Chairperson emphasized the need for a comprehensive and inclusive plan that addresses the needs of the maximum number of people. After thorough discussions on the proposals, the plan for the financial year 2024-25 was finalised and approved in the Council. The Chairperson expressed satisfaction over the finalized plan, ensuring optimal resource utilization and the development initiatives taken for the district. The DDC members committed to work in close coordination with the district administration to facilitate the successful implementation of the plan, benefiting the people of Rajouri district.

When he appointed me Editor-in-Chief of JK Monitor, he never treated me as an employee, but as a younger brother, offering warmth, trust, respect and invaluable guidance. I will always be grateful for his faith in me, his encouragement and the lessons he shared.

Dr. Ranjan was a rare and noble soul—humble, compassionate, intellectually brilliant and always willing to help others. A visionary thinker, he believed in using knowledge and abilities to make a meaningful difference. His influence lives on through the people he guided, the work he inspired and the countless lives he touched.

For me, he will always be the elder brother who believed in me and guided me with affection. I will cherish his kindness and lessons forever. May his soul rest in eternal peace. He will be deeply missed and never forgotten.

A brilliant mind who studied at Netarhat Residential School and graduated in Electrical Engineering from IIT Kharagpur before earning his PhD from the University of Maryland, Dr. Ranjan chose to return to India and dedicate his life to teaching, research and social good.

His pioneering work in networked systems, AI, robotics and biomedical applications—especially computer-vision tools for early detection of cancer and heart disease—reflected his deep belief that advanced technology must serve humanity.

For more than 15 years at JK Monitor, he remained a loyal friend, mentor and collaborator, marked by rare humility, intellectual integrity and quiet generosity. His passing leaves a void that cannot be filled. Priya, you will be deeply missed. Your life continues to remind us that knowledge finds its highest purpose in the service of others.
