KUPWARA: District Development Commissioner (DDC) Kupwara, Abhishek Sharma, today convened a meeting of officers to review the ongoing construction work on the Rafiabad–Kupwara–Chowkibal–Tangdhar–Chamkote (RKCTC) section of National Highway-701 (NH-701) and resolve bottlenecks slowing down project execution.

During the meeting, the DDC reviewed key impediments affecting work progress, including pending land revenue records, mutation attestations, structure clearances, and the shifting of utility lines.

Addressing land-related matters, the DDC directed the Tehsildars of Langate, Kupwara, Drugmulla, and Trehgam to immediately clear all pending revenue documents and attest mutations to avoid any delay in handing over land to construction teams. The officers were instructed to submit compliance certificates in this regard without delay.

On the relocation of utilities along the highway alignment, Executive Engineers from the Jal Shakti (PHE) Department and the Power Development Department (PDD) were asked to shift water pipelines and electric poles expeditiously. The DDC also reviewed the availability of construction material, directing the District Mineral Officer (DMO) and concerned Tehsildars to ensure adequate supply of muck, soil, and  RBM while strictly adhering to statutory guidelines.

Furthermore, line departments were instructed to fast-track assessments and clearances for structures standing within the right-of-way to facilitate unhindered work on site. Emphasizing the strategic and economic significance of NH-701 for the district, the DDC urged all departments to maintain close inter-agency coordination and promptly resolve field-level issues to meet project deadlines.

The meeting was attended by ADC Handwara, Superintending Engineer (PWD), Superintending Engineer (Jal Shakti), Assistant Commissioner Revenue (ACR) Kupwara, SDM Karnah, concerned Tehsildars, Executive Engineers, and representatives from Project Beacon (BRO) and other executing agencies.
