KUPWARA: On the instructions of Deputy Commissioner Kupwara, Additional Deputy Commissioner Kupwara, Gulzar Ahmad Khan, today chaired a meeting to review the implementation and progress of various measures related to solid waste management in the district.

The meeting held a threadbare discussion on several key issues concerning effective implementation of the Solid Waste Management (SWM) Rules, 2026, with emphasis on strengthening waste management mechanisms and ensuring compliance by all stakeholders.

During the meeting, detailed discussions were held on the registration of Bulk Waste Generators (BWGs) and the identification of BWGs failing to comply with the provisions of the SWM Rules, 2026. Directions were also issued regarding issuance of notices to non-compliant bulk waste generators.

The meeting also reviewed the inspection of waste processing plants to assess their functioning and compliance with prescribed standards. The status of four-way waste segregation and the retrofitting of door-to-door waste collection vehicles was also discussed.

The participants deliberated on measures related to the Single-Use Plastic portal, including the use of the portal and imposition of penalties in cases involving seized prohibited plastic items, in accordance with applicable rules.

The meeting further reviewed the status of capacity-building programmes conducted for stakeholders regarding the SWM Rules, 2026. The need for enhanced awareness and capacity building among concerned departments and field functionaries was also emphasized.

Another important issue discussed was rural-urban convergence for waste collection, with focus on developing coordinated mechanisms for efficient collection, transportation and management of waste across rural and urban areas.

The ADC emphasized the need for coordinated efforts by all concerned departments and stakeholders to ensure effective implementation of solid waste management measures and compliance with the applicable rules. He called for regular monitoring and timely follow-up on the decisions taken during the meeting.
