NEW DELHI: Addressing a meeting of the lawyers in New Delhi, Prof.Bhim Singh, Sr. Advocate in the Supreme Court of India & Executive Chairman of State Legal Aid Committee, J&K today urged the Parliament of India to ensure that all Fundamental Rights (from Article 13 to Article 35) are extended to the State of J&K which had acceded to the Union of India on October 27, 1947. He regretted that constitutional mandate has not been granted by the Union of India in spite of the facts that J&K signed the Instrument of Accession on October 26, 1947. He regretted that the Parliament of India has not given a fair place inside the Constitution of India as has been granted to all other 576 states whose rulers had also acceded to the Union of India before 1950.
Prof.Bhim Singh said that the people of J&K have remained denied of all the Fundamental Rights enshrined in the Constitution of India. He regretted that it was the Union Govt. (not Parliament) which influenced the President of India in 1954 to deprive the people of J&K of their basic Fundamental Rights which were and or available to every citizen of India except the citizens of India in J&K. The citizens of India in J&K stand deprived of the Fundamental Rights since 1954 as Article 35 was amended and 35(A) was introduced which empowers the Govt.of J&K to deprive the citizens of India in J&K of their Fundamental Rights as the State Govt. has superior powers as compared to the Parliament of India. Even Parliament of India cannot control the effects of Fundamental Rights in the country. It was a long way around and difficult one which was exercised by the Parliament of India when Morarji Desai was the Prime Minister in Janata Party rule.
Prof.Bhim Singh said that the people of India, even the parliamentarians and the legislators have no idea about the fact that J&K has separate Constitution which controls even the High Court of J&K. High Court of J&K is not directly governed by the Supreme Court of India. For example the Bar Council of India is under the control of the High Court of J&K and its President has been the Chief Justice of J&K ever since it was introduced in J&K. This is interesting to note that Supreme Court of India had directed to introduce Bar Council in J&K which shall work within the meaning and scope of the Bar Council of India.
This order was passed by the Supreme Court of India over a writ petition filed by Prof.Bhim Singh seeking introduction of Bar Council in J&K. This has not been done till date. Is it the fault of the so-called militants? Is it the fault of the opposition parties in J&K? Is it the fault of the defending soldiers working on the borders? Why entire Parliament is silent? The Govt. of J&K has been pleading for ceasefire, ceasefire with whom? Has the opposite party any name, any identity, any living or operational address? The Central Govt. has been behaving the same way right since 1950 as they are behaving today.
The civil liberty, fundamental rights, right to life and liberty as well as civil liberty has no meaning for the citizens of India who have been living under suffocation right since 1950. The people of J&K, anyone can ask them, feel that they were living in peace, brotherhood and under security during the time of the Dogra rulers than the life they have been leading in J&K today. The only way out that all the fundamental rights should be extended to J&K. The people of J&K shall welcome the Constitution of India if it is extended to J&K with all Chapters on Human & Fundamental Rights so that their children shall not be forced to face the pellet guns.

NEW DELHI: Prof.Bhim Singh, Chief Patron of National Panthers Party who was also Member of the National Integration Council (NIC) for several years has urged the Prime Minister, Narendra Modi to convene an urgent meeting of National Integration Council in New Delhi to seek lasting resolution of the socio-political problems confronting Jammu and Kashmir and the North-East States.
National Integration Council, he said, has not been revived in India after the induction of Prime Minister, Narendra Modi which has created several questions with regard to the bona fides of the ruling party at the Centre. NPP Supremo called on the Prime Minister to convene urgent meeting inviting all former Members of National Integration Council as well as the new ones if there are any and hold a serious dialogue about the urgent steps which need to be taken by the Central Government to seek amicable and peaceful resolution of the situation which has been developing in J&K and the North Eastern States.
Prof.Bhim Singh said that NIC is not a political body and represents the voices from all sections of the society. The former Prime Ministers have convened urgent meetings of NIC during the crises in Kashmir, North-East, even during Ayodhya crises to seek the opinion of the representatives of different sections of the society. Today there is a great necessity to create a common consensus for seeking lasting peace-loving resolution of all the problems which are creating threat to peace in J&K and other parts of the country.
Prof.Bhim Singh said that NIC shall be a great platform to generate a common voice for peaceful and respectable resolution of the problems which are threatening peace, security and India’s political image. It is in the national interest that people of India must know that Prime Minister, Shri Narendra has not convened any meeting of NIC, because NIC has been constituted till this date.

NEW DELHI: New Delhi has asked Government Forces not to launch operations in Jammu and Kashmir during the month of Ramadhan. However, forces have been given the right to retaliate “if attacked or if essential to protect the lives of innocent people.” “The Centre asks Security Forces not to launch operations in Jammu & Kashmir during the holy month of Ramzan. Decision taken to help the peace loving Muslims observe Ramzan in a peaceful environment,” Home Ministry said on Twitter.
In a series of tweets, it said that home minister Rajnath Singh has informed the Chief Minister Mehbooba Mufti of the Centre’s decision. “It is important to isolate the forces that bring a bad name to Islam by resorting to mindless violence and terror. Government expects everyone to cooperate in this initiative and help the Muslim brothers & sisters to observe Ramzan peacefully and without any difficulties,” it said. However, the forces “reserve the right to retaliate if attacked or if essential to protect the lives of innocent people.”
Meanwhile, Jammu Kashmir Chief Minister Mehbooba Mufti thanked Government of India for declaring unilateral ceasefire. “I wholeheartedly welcome the Ramadan ceasefire & would like to thank @narendramodi ji & @rajnathsingh ji for their personal intervention. My gratitude also to the leaders & parties who participated in the All Party Meeting & helped build consensus towards this announcement. The month of Ramadan is a harbinger of peace & such a decision will go a long way in creating a peaceful & amicable environment for a sustained dialogue,” she tweeted.
She welcomed the Centre’s announcement of halting the security operations in Jammu & Kashmir during the holy month of Ramadhan which is about to start.
In a statement, the Chief Minister said the decision would go a long way in healing the wounds of people of the State’s people who have been suffering the tragedies and pain of violence and uncertainty for the past three decades or so. What best a time to go for this significant decision than the onset of holy month of Ramadhan which promotes values of patience, self-restraint and tolerance, she said in her statement adding that it would also provide the necessary breather to the people from the violence which they have been craving for so long.
Mehbooba Mufti thanked the Central Government particularly Prime Minister, Narendra Modi and Home Minister, Rajnath Singh for making the momentous decision adding that this marks the beginning of listening to the accounts of agony of the State’s people by the country’s leadership and the policymakers which she has been requesting time and again. The Chief Minister urged all groups to reciprocate positively to the gesture which is aimed at giving relief to the people of the State who have seen enough torment and tragedy. Mehbooba Mufti also thanked all the political parties in the State which backed her idea of cessation of hostilities in one voice during the All Parties Meeting convened by her recently.
JAMMU: With the victory of BJP in Karnataka, the party has scaled one more step in achieving the mission “Congress Mukt Bharat” and the day is not far when it will be BJP across the entire length and breadth of the country. Avinash Rai Khanna said that the victory in Karnataka is clear indicator of the mindset of the voters who have realized the need to stand with Prime Minister Narendra Modi for a better and prosperous nation. Khanna said that the development- centric programmes and policies of the BJP- led NDA at the centre and the strong leadership of Amit Shah and his team succeeded in convincing the people in Karnataka that Congress need to be rooted out as it ruled at the centre and in states for decades together but remained confined to the welfare of a particular family instead of doing anything for the common masses, particularly those belonging to the weaker sections.
Avinash Rai Khanna said that the Karnataka results also point towards the good sign for 2019 Lok Sabha elections when BJP will completely wipe out Congress from the Indian politics and the country will have a new India with the accomplishment of “Congress Mukt Bharat” mission.

SRINAGAR: Reacting to the Karnataka elections where BJP has emerged as largest party till now, former chief minister Jammu and Kashmir Omar Abdullah on Tuesday said “Et tu Karnataka,” Similar words were uttered by Julius Caesar in Shakespeare’s sublime tragedy when Caesar’s best friend Brutus stabbed him. On his widely followed twitter handle, Omar wrote: “Et tu Karnataka.” This was perhaps the shortest message that Omar ever used on his twitter, his main tool to communicate with the people.
Et tu, is a Latin sentence which means “Even You”. Et tu, is mostly used to express surprise and dismay at the treachery of a supposed friend. Till now, BJP headed for a simple majority in the Karnataka Assembly, with its candidates leading in 115 constituencies, leaving the ruling Congress way behind, according to the latest trends available for 220 of the state’s 222 seats where polling was held.
